The Nutrition Outreach and Education Program (NOEP) educates New Yorkers with the SNAP program and offers a free and confidential service to help New Yorkers with applying and retaining SNAP benefits (formerly known as food stamps). NOEP is also committed to conducting outreach in Manhattan and Queens and informing the community with the most up-to-date SNAP announcements and changes.

Key Services:

  • Prescreen eligibility (based on gross income, household size, and immigration status)
  • Assist with the new SNAP applications, periodic reports, recertifications, and change forms online through Access HRA
  • Guide applicants with required documents and upload them onto Access HRA mobile app (including community-statement letter from NOEP Coordinator)
  • Verify the correct SNAP benefit allotment
  • Mediate SNAP applications and active cases through HRA (before Fair Hearing)
  • Make referrals and share resources (e.g., food pantries, medical care, Fair Fares, etc.)
  • Language interpretation is available for clients and is free

By working with a NOEP Coordinator, New Yorkers can stretch their monthly grocery budget, improve their health quality through healthy food, and feel empowered without ever going hungry again. Access to healthy food is a right for all New Yorkers, non-negotiable.
